Is Anyone Missing a Buoy?

Beachcombing on the rocky coastline near Donkey Beach in early January 2017 we stumbled across a metal buoy. Though many buoys are found in Kauai, we are wondering if this buoy is from the Japanese tsunami of 2011. The buoy appears to have some Japanese or similar markings.

A larger buoy from the Japanese tsunami was found near Nohili Point, Kauai in January 2013. That buoy is on display at the Marina Center in Port Allen, Kauai.
