Surfer Faces $15,000 Fine for Illegal Hanalei Bay Tours

Stephen Koehne of Kilauea is facing a $15,000 fine recommended by the Division of Boating and Recreation (DOBAR) for allegedly loading and unloading passengers in Hanalei Bay ocean waters without a permit issued by the Department (DLNR) and approval by the County of Kauai, reports the State of Hawaii Department of Land and Natural Resources.

Koehne was observed on at least five occasions loading and/or unloading passengers from his boat in Hanalei Bay or illegally carrying passengers for hire in the time period December 2017 to March 2018. The observed incidences included from four to ten passengers.

Koehne advertised the private charters on his website www.livesaltykauai.com (screenshot below) which has since been taken down. Koehne’s Instagram account is still live at www.instagram.com/livesalty/.
